The Legislative Manual, known informally as "the blue book," is a valuable historical resource and has been published almost continuously since 1860 for each legislative session. Minnesota Statutes, sec. 5.08 directs the Minnesota Secretary of State to "prepare, compile, edit, and distribute for use at each regular legislative session, a convenient manual, properly indexed..." and the blue book fulfills that mandate. The Legislative Reference Library has print copies of most manuals. Many manuals are also available electronically and are linked below.
