The success of each Big Plan initiative is measured by key indicators that tell whether the goals of the initiative are being met. Our results on these indicators don't tell the whole story about our progress on a particular initiative, but they should suggest whether progress is being made. When possible, targets show how we expect to improve on results.
The hopes and goals of the Big Plan initiatives cannot just be reduced to objective outcomes. Some success cannot be measured. Other results of the initiatives may not show up for a long time. Yet there are many measurable results in the Big Plan for which we can and will be accountable.
