Maternal Mortality
The United States has one of the highest maternal mortality rates of developed countries, according to a November 2021 New York Times article. The National Conference of State Legislatures alerted public policymakers to this issue in 2019 reporting in Preventing Infant and Maternal Mortality: State Policy Options: “After decades of decline, the maternal mortality rate in the United States has increased over the last 10 years.” The 2018 U.S. maternal mortality rate—defined by the Centers for Disease Control (CDC) as the number of women who die during pregnancy, while giving birth, or within 42 days of giving birth--was 20.7 deaths per 100,000 live births.
Minnesota has better maternal outcomes than many other states. However, disparities between U.S. populations are more notable by race. Black women, for example, die at a rate several times higher than the rate of white women according to CDC statistics.
Minnesota has actively studied maternal deaths for 20 years. In 2001, the Legislature directed the commissioner of health to study maternal death to reduce the number of preventable maternal deaths in Minnesota. The Department of Health regularly convened a committee for this purpose; most recently the committee reviewed 2017 deaths and developed recommendations. In 2021, the Legislature added language to Minn. Stat. 145.901 explicitly requiring the commissioner of health to "convene a Maternal Mortality Review Committee to conduct maternal death study reviews, make recommendations, and publicly share summary information."
