Legacy Amendment
In 2008, Minnesota voters approved a constitutional amendment, commonly known as the “Legacy Amendment,” which increased sales tax by three-eighths of one percent and dedicated the new revenue to “natural resources and cultural heritage purposes.” Four separate funds were established: Clean Water Fund, Outdoor Heritage Fund, Arts and Cultural Heritage Fund, and Parks and Trails Fund.
The year after the amendment was approved, the Legislature enacted a law requiring that plans to guide future spending for each of the funds be developed. The Legislature required extensive ongoing reporting requirements to ensure transparency and accountability.
House Research’s recently updated publication, Legacy Amendment: Natural Resources Funds, details the three natural resource-related funds, while last year’s The Arts and Cultural Heritage Fund gives an overview of the state fund dedicated to arts, historical, and cultural programs.
The Department of Natural Resources' Restoration Evaluation Program makes sure that that funded projects meet the high expectations of the state. The 2021 report and accompanying appendix, Legacy Fund Restoration Evaluations, summarizes evaluations of 26 project sites done in 2021, and details panel recommendations based on the 226 evaluations conducted since 2012.
