State Information Systems Advisory Task Force

Function:

Assist the Minnesota Department of Administration in development and coordination of a state information architecture, and make recommendations concerning the direction and needs of the state's information systems.

History:

The council was created in 1971 to assist the Department of Administration in the "development and coordination of a state information services master plan." Originally the group was appointed by the governor. 

In 1983 the Legislature moved the group under the purview of the Commissioner of Administration, renamed the group a "task force," and made its existence optional. Then in 1987, the Legislature amended Minn. Stat. 16B.41 to make the task force mandatory again.

The task force was repealed by the Legislature in 1993 (see Laws of Minn. 1993, chap. 192, sec. 71).

Membership:

Originally, the advisory council was appointed by the governor; no specific membership requirements were stated in statute. 

When the Legislature changed the group to a "task force," it noted these membership requirements: The task force must include representatives of state agencies, the supreme court, higher education systems, librarians, local government, and private industry. The task force must also have two members of the house of representatives appointed by the speaker of the house and two members of the senate appointed by the senate committee on committees. No more than one member from the house of representatives and one from the senate shall be chosen from the same political party.
