Governor's Community Council on Inclusion and Equity

The Community Council will advise and collaborate with the One Minnesota Council in achieving its goals to design, create, and implement effective, inclusive, and equitable practices for the State to address disparities, inequities, and systemic racism in our communities. The Community Council will act in an advisory capacity to the Governor’s Office of Equity, Opportunity, and Accessibility; the Office of Inclusion; state agencies; and agency equity practitioners to implement equitable, inclusive, and effective practices for the State to address disparities, inequities, and systemic racism in our communities. The Community Council will review the One Minnesota Council’s annual report on the status and implementation of the long-range plan.

History:

On January 9, 2019, Governor Tim Walz issued his first executive order, which established the One Minnesota Council. Building on the work that began in Executive Order 19-01, the Governor’s Office of Inclusion established a community council consisting of community members to advise, support, and collaborate with the One Minnesota Council in its on-going work and long-range plan, as outlined in Executive Order 21-13.

In September 2023, Gov. Walz issued Executive Order 23-12, making some adjustments to the work and composition of the council and rescinding Executive Order 21-13.

Membership:

Originally, the Chief Inclusion Officer or their designee will serve as Chair of the Community Council. In addition to the Chair, the Community Council was comprised of up to 14 members appointed by the Governor. The Governor sought representation from communities most impacted by the disparities, inequities, and systemic racism in the State, and the Governor’s Office of Inclusion will convene the Community Council and provide staffing and administrative support to the Community Council.

In 2023, Gov. Walz made some adjustments to council membership via executive order. The council now consists of:

  • The Chief Equity Officer and the Chief Inclusion Officer, who will serve as Co-Chairs of the Community Council.
  • The Governor’s Deputy Chief of Staff for Public Engagement, who will serve as the Vice Chair of the Community Council.
  • Up to 12 additional members appointed by the Governor. The Governor will seek representation from members of communities most impacted by disparities, inequities, and systemic racism in our state.

The Governor’s Office of Equity, Opportunity, and Accessibility will facilitate, staff, and provide administrative support to the Community Council.
