Recommendations to the Legislature
The Legislature regularly convenes task forces and working groups to make recommendations on complex public policy issues. Reports from these groups are typically set to be due around the time the Legislature reconvenes, giving legislators a chance to mull recommendations and make decisions about what, if any, policy changes to make in the upcoming session. Three reports in this month's list of new materials offer recommendations on policy issues ranging from the use of psychedelic medicines to service worker class specifications.
The Psychedelic Medicine Task Force issued its final legislative report on the first of the year. This extensive report details the task force's deliberations and discussions over the past year. The report includes a literature review looking at current research on the safety and risks of using psychedelic medicines in medical treatment, along with the group's recommendations. Its recommendations include providing funding for research into psychedelics' potential health benefits, removing some criminal penalties around psilocybin-containing mushrooms, and creating a "state-regulated clinical program for the therapeutic administration of psilocybin-containing mushrooms."
Another new report contains recommendations from the Advisory Committee on Service Worker Standards. In this brief report, Report on Recommendations for Changes to Minnesota Statutes Section 43A.071: Service Worker Class Specifications, the advisory committee recommended that the Legislature "convert the existing little-used supported work program into a new pathway for employing people with disabilities: customized employment." This would use a "person-centered approach to identify work opportunities for individuals with significant disabilities."
And a third task force made its final recommendations to the Legislature in December: Task Force on Pregnancy Health and Substance Use Disorders: Recommendations to the Minnesota Legislature. Among their six recommendations, the task force suggests implementing a universal screening tool to identify substance use disorders during pregnancy, adjusting criminal penalties associated with prenatal substance use, and developing family care plans around substance use care early in pregnancy.
