State Environmental Policy
During the 2009 session, the Legislature mandated the MN Pollution Control Agency to explore options to streamline the environmental review process under Minnesota Statutes, chapter 116D. (2009 Minn. Laws Chap. 37 Art. 1 Sec. 65) This report, Environmental Review Streamlining: A Summary of Past Efforts, Current Ideas, and Stakeholder Input. (Attachments), examines ways to “provide potential cost and time savings, but also maintain or improve air, land, and water quality standards”.
This is not the first time that Minnesota has looked at reforming environmental regulation. In 2002, the Legislature directed the MN Dept. of Transportation to do a similar report, Report to the Minnesota Legislature on Environmental Streamlining for Transportation Related Projects.

The January 2010 Bench & Bar of Minnesota article, Reforming Environmental Review, gives a good overview of past environmental reform efforts going back to 1969. One of the first reports mentioned in the article, Final Report, Interim 1969-70 / by Subcommittee on Water Resources and Pollution and Subcommittee on Minnesota River Flooding and Drainage, was a factor in the passage of the Minnesota Environmental Policy Act in 1973.
