Corrections Costs
Earlier this year, the Minnesota Department of Corrections reported that Minnesota’s prison population is projected to increase by 2% each year until 2013 (Minnesota Comprehensive Offender Reentry Plan, 2009). Prison population increases are happening at a time when many states are facing budget crises and are looking for ways to reduce corrections costs.
The Fiscal Crisis in Corrections: Rethinking Policies and Strategies, published by the Vera Institute of Justice (July 2009), reports that Minnesota has an 8.75% decrease in corrections budget general fund appropriations from FY2009 to FY2010. Many other states face similar budget reductions. A variety of budget reducing methods across the states are discussed in the report. These methods include personnel savings, program reductions and reducing costs associated with recidivism.
Another potential method of reducing corrections costs is with earned time policies. While Minnesota is not included as one of the 31 states that have implemented earned time incentives for prisoners, the National Conference of State Legislatures’ 2009 publication, Cutting Corrections Costs: Earned Time Policies for Prisoners takes a look at the several states that do use this method to reduce corrections costs and recidivism.
