Copper-Nickel Studies and Sulfide Mining
Occasionally the Library receives a massive, multi-volume report and our first reaction is always, "Can we squeeze it onto our already jam-packed shelves?". With four volumes and thousands of pages, the recently released, NorthMet Mining Project and Land Exchange Final Environmental Impact Statement (FEIS) certainly fits into that category.
Over the past ten years, the PolyMet Mining Corporation has been working through the process of securing the rights to create an open pit copper, nickel, cobalt and precious metals mine, along with adjacent stockpile areas. The project would include the refurbishing of a portion of the former LTV Steel Mining Company processing plant and construction of a new hydrometallurgical facility. As an indication of the public interest, the FEIS includes responses to approximately 58,000 public comments submitted in response to earlier draft versions.
Following the release of the FEIS, a 30-day public review period began. The Minnesota DNR will consider all comments received during the November 13 - December 14, 2015 comment period as it makes its "adequacy determination". According to a DNR news release, under state law, the adequacy determination must be based on three criteria: Does the FEIS analyze the topics identified in scoping? Does the FEIS respond to comments received on the draft? Did the DNR follow the process established in state statute and rule for preparing an environmental impact statement? If the DNR determines that the FEIS is adequate, the environmental review process is complete for the state. The next step is the permitting process - the project would still need to receive more than 20 local, state and federal approvals and permits.
This issue was also studied in the early 1970s. The Minnesota Regional Copper Nickel Study resulted in 180 reports, all of them digitized by the Legislative Reference Library. Those reports, as well as other recent reports on this topic, are available through the Library’s guide, Copper-Nickel Studies and Sulfide Mining.
