Function: Advise the commissioner of human services concerning qualifications for director of services for the blind; development of policies, programs, and services affecting the blind; and policies relating to eligibility determinations. Also, create public awareness of the needs of blind people; and review services, programs, and proposed legislation affecting blind and visually disabled people.
