MNet Advisory Council

Function:

The council advises the Commissioner on the development and operation of the statewide telecommunications access and routing system, MNet.

History:

MNet evolved from 1989 legislation directing the Department of Administration to develop a statewide telecommunications network for voice, data and video services (Minn. Stat. 16B.465). To deliver these services cost-effectively, MNet achieves economies of scale by aggregating transport demand on network lines leased from local and long distance telephone companies.

The Minnesota network for telecommunications, known as "MNet," provided voice, data, video, and other telecommunications transmission services to state agencies; educational institutions, including public schools as defined in section 120.05, nonpublic, church or religious organization schools that provide instruction in compliance with sections 120.101 to 120.102, and private colleges; public corporations; and state political subdivisions.

MNet was managed and operated by employees of the Telecommunications Division, part of Administration's InterTechnologies Group.

The 1994 Secretary of State's "Annual compilation and statistical report of multi-member agencies report" stated: The council expires June 30, 1997 per M.S. 15.059 subd. 5 as amended by Laws of 1993.

Membership:

The council consisted of MNet customer representatives, including representatives from higher education, state agencies, and political subdivisions.
