Legislative Commission on Minnesota Resources

Function: Provide the Legislature with the background necessary to evaluate programs proposed to preserve, develop and maintain Minnesota's natural resources. Recommend budget plans for expenditures from the environment and natural resources trust fund and adopt a strategic plan for the expenditures.
History: Started as the Minnesota Outdoor Recreation Resources Commission (MORRC) 1963 Laws of Minnesota Ch. 790, Art. 2, Sec. 1. Changed to the Minnesota Resources Commission (MRC) in 1967 Laws of Minnesota Ch. 867, Sec. 2. Became the Legislative Commission on Minnesota Resources (LCMR) by 1975 Laws of Minnesota Ch. 271, Sec. 3 (26), 6. It was then changed to the Minnesota Future Resources Commission (MFRC) by 1988 Laws of Minnesota Ch. 690, Art. 1, Sec. 9, 19-21. It reverted back to the Legislative Commission on Minnesota Resources (LCMR) through 1989 Laws of Minnesota, Ch. 335, Art. 1, Sec. 269.

Prior to June 1, 2006, over $525 million has been appropriated to approximately 1,214 projects recommended by LCMR to protect and enhance Minnesota's natural resources. (from note by John Velin, Director, on the LCCMR Web site home page)
Membership: 20 members; 10 Senators, 7 appointed by the Committees Subcommittee of the Senate Rules and Administration Committee; and 10 Representatives, 7 appointed by the Speaker of the House. The members must include the chairs of the environment and natural resources policy and finance committees in each body (or their designees), chairs of the House Ways and Means and Senate Finance Committees (or their designees), and at least 3 members from the minority caucus of each body. Members are entitled to reimbursement for per diem expenses plus travel expenses incurred in the services of the commission.
Agency heads: Consultants were used to staff the commission prior to July 1974; Robert E. Hansen, Executive Director (MRC, LCMR): July 1974 - July 1, 1988; John Velin, Executive Director (LCMR, MFRC, LCCMR): August 1988 - March 2008; most service dates are approximate.
