Early Childhood Care and Education Council

Function: Recommends policy and funding (both state and federal) for early childhood care and education programs to the Minnesota state legislature, and helps coordinate work between state agencies; advocates for a coordinated child care system. History: The 1996 Secretary of State's annual compilation and statistical report of multi-member agencies report states: "The council expires June 30, 1997".
Membership: 19 members (representing parents, family and center child care providers, private foundations, corporate executives, small business owners, and public school districts; also includes the commissioners of 2 Minnesota counties, 3 members from child care resources and referral programs, 1 from county operated resource and referral, 1 from a rural location, 1 from the metropolitan area, and a community group representative); appointed by governor; 4-year terms; per diem and expenses.
