Text: 2023 QUEER CAUCUSLEGISLATIVE AGENDA ACHIEVEMENTSThe Minnesota House Queer Caucus was on undeniable force throughout the legislative session. The QueerCaucus led efforts to advance equity and create policies to ensure Minnesota become a refuge state forour LGBTQIA2S +, trans, and nonbinary community. Minnesota is a leader in LGBTQIA2S + rights and withthe strong leadership of the Queer Caucus, our state will continue to protect LGBTQIA2S+ people fromdiscrimination and violence.The list below highlights some of the accomplishments we delivered from our legislative agenda.Decriminalizing HIV and Funding Resources/Services• $12.1 million in funding to address HIV needs inMinnesota• The repeal a 1995 law that allows prosecutorsto charge someone who "knowingly harborsan infectious agent" and engages in behaviorsthat could transfer it to another person, suchas through sex, sharing needles or by donatingblood, sperm or organs. A person who takes stepsto prevent transmission, as advised by healthprofessionals, is not guilty of a crime under thelaw.School FacilitiesOur gender-expansive and trans youth are tellingus they feel safer and more respected when theyhave the choice to choose which bathroom theywant to use. There is also a plethora of reasonsstudents may feel more comfortable being able tohave privacy in a single-stall restroom. The QueerCaucus worked relentlessly to secure a $2 millioninvestment in grant funding in the EducationBudget Bill for schools to construct single-stallrestrooms.Trans RefugeGovernor Walz signed the Trans Refuge bill(HF 146) into law in April. The law establishesMinnesota as a refuge state for trans people,their families, and health care providers. The billprotects people seeking or providing genderaffirminghealth care in Minnesota.LGBTQ2S+ CouncilWe created a Council on LGBTQIA Minnesotans.The new panel will advise the governor and thelegislature, perform studies, and make policyrecommendations on issues that affect ourcommunity. The Council's goal is to improvethe implementation of economic, social, legal,and political equality for Minnesota n's LGBTQIAcommunity. The Council will also help increaseoutreach to the LGBTQIA2S+ community andadvocacy organizations.Take Pride ActPrejudiced and harmful language has no placein Minnesota's civil rights law. We updated thedefinition of sexual orientation to one that betterrepresents Minnesota's LGBTQIA2S+ communityby repealing outdated language in the statutethat associates the LGBTQIA2S+ community withpedophilia and ties sexual orientation to a criminalact in the Minnesota Human Rights Act.PRIORITY BILLS FOR 2024 BIENNIUMComprehensive Sex EdComprehensive sex education is the mosteffective type of sex education. Studies haveshown that comprehensive sex education canreduce the rates of unplanned pregnancy andSTls by up to 70%. In contrast, abstinence-onlyeducation has not been shown to be effective inpreventing pregnancy or STls.This bill will require the commissioner ofeducation to develop a model program forsexual health education. A school district orcharter school must implement a comprehensivesexual health education program for studentsin elementary and secondary school, includingstudents with disabilities and students enrolled ina state-approved alternative program.Gender-Affirming Rights ActEveryone has a fundamental right to makeautonomous decisions about their gender anduse of gender-affirming care. This bill creates anew section in law titled the "Gender-AffirmingRights Act" and protects an individual's a rightto make decisions about their gender and relatedgender-affirming health care decisions. Thelegislation prevents local units of governmentfrom restricting the right to make autonomousdecisions.
