2023-2024 LGBTQ+ Session Laws
Compiled by the Minnesota Legislative Reference Library on September 17, 2024; updated September 24, 2024.
This document seeks to compile a list of all LGBTQ+ related legislation passed in the 2023-2024 biennium. Below are links to laws from several sources, the Minnesota Department of Human Rights, OutFront, and from searching laws by keyword.
This is not a comprehensive list because it's difficult to find related repealers without having an interest group or state agency track them in real time and then publicly write about them. If we do need to find statutes repealed on this topic, one way to do so would be to review the topics of each repealed statute in Table II. This would take a significant amount of time to do.
Another reason that this is not necessarily a comprehensive list is because there could be issues related to LGBTQ+ populations that would not be captured in a search for the keywords used here.
According to the Minnesota Department of Human Rights:
From: The Minnesota We're Building Together: Summary of legislation from the Minnesota Department of Human Rights, June 2024
• Definition of familial status - Laws of Minnesota 2024, chapter 105, sec. 4

o Update the definition of gender identity and remove outdated language that wrongly prejudices LGBTQIA+ community members by attempting to tie sexual orientation to criminal acts. (Minn. Stat. 363A.03 Subdivision 44) - Laws of Minnesota 2023, chapter 52, article 19, sec. 46
o Removes the provision that allows for discrimination based on sexual orientation in duplexes. (Minn. Stat. 363A.21, Subdivision 1, Paragraph 3) - Laws of Minnesota 2023, chapter 52, article 19, sec. 71
