Text: November 24, 2025 The Honorable U.S. Attorney Daniel RosenU.S. Courthouse 300 S 4th Street, Suite 600Minneapolis, MN 55415Via electronic delivery Dear Attorney Rosen, Recent reporting from the City Journal made the startling claim that millions of Minnesota's tax dollars are flowing not only out of the country but potentially are funding foreign terrorist organizations including Al-Shabaab. One source stated that "The largest funder of Al-Shabaab is the Minnesota taxpayer." The Department of Justice has been an instrumental partner in prosecuting the dozens of fraudsters who have collectively stolen billions of dollars. There's still more work to be done, with new fraud schemes coming to light on an almost weekly basis and payments being frozen or reviewed for other state programs as well. The sprawling fraud that has become endemic under Governor Walz's failed leadership is troubling enough for Minnesota taxpayers; the notion that these dollars could be flowing to foreign terrorist organizations adds a truly disturbing additional element. If confirmed to be true, immediate action must be taken at the state and federal level to crack down on remittances and other payments that are making their way to terrorist organizations. We are asking the DOJ to immediately launch an investigation into these claims so Minnesotans can have clarity as soon as possible. We are grateful for the DOJ's help in combatting fraud in Minnesota, and stand ready to assist in any way in the Trump administration's efforts to clean up the mess created by Governor Walz.
