Chapter 13, Wehereby request access to and a copy of the complete autopsy report, includingtoxicology findings, for the deceased individual identified as the perpetrator in theAnnunciation Church shooting that took place in Minneapolis on August 27, 2025.As you are aware, autopsy reports of deceased individuals are public government dataunder Minn. Stat. § 13.83, subd. 2, and toxicology results contained within those reportsare likewise subject to disclosure as part of the public record. If any portion of therequested data is deemed non-public, we request that you segregate and release allaccessible portions and provide written statutory justification for any withholding asrequired by Minn. Stat. § 13.03, subd. 3(f).We are also writing to respectfully request that the Minnesota Bureau of CriminalApprehension conduct an expanded toxicology analysis on the individual mentionedabove. Given the complexity and sensitivity of this investigation, it is essential for thereport to include a thorough screen for a wide array of substances.Specifically, we ask that your laboratory test for a broad range of antidepressants,antipsychotics, benzodiazepines, mood stabilizers, stimulants, cannabinoids (includingsynthetic varieties), and psychoactive substances.In addition, we request that pharmaceuticals associated with gender transitiontherapies, such as estradiol, estrogen, antiandrogens (e.g., spironolactone), andtestosterone, be included in the analysis.Such comprehensive toxicological testing will help provide clarity on anypharmaceuticals or substances that may have been present and inform the investigativeconclusions. Knowing the complete picture of what substances, legal and illegal, mayhave played a role in the perpetrator's mental state would go a long way tounderstanding the factors that influenced the perpetrator's motivations in committing thishorrific act.
