Sm: I respectfully request of your honorable body that Representative
John Pennington be permitted to introduce a bill entitled:
A bill for an act to provide and appropriate funds for the construction
and equipment of a main building on University Farm.
This request is made under and in accordance with the provisions
of section 1, of article 4, of the Constitution of this state.

Bills of the following titles were introduced, read at length the
first time and referred as follows:
By Mr. Pennington (by request of Governor): A bill (H F.
735) for an act to provide and appropriate funds for the construction
and equipment of a main building on University Farm
-to the Committee on Agriculture.
RESOLUTION.
Mr. Laybourn offered the following resolution, which went
over under the rules on notice of debate from J\!fr. Allen:
WHEREAS, charges of bribery have been made by certain members
of this House in connection with the discussion and disposition
of House File 291, known as the Jacobson "Gross Earnings
Tax Bill," and such charges have been published in the press
of the state and nation to the discredit and dishonor of this
House and the state of Minnesota, and
·WHEREAS, a committee of this House, composed of honorable
and prominent members, after having carefully and painstakingly
investigated such charges and all the evidence presented by the
members making such charges and has fo,md nothing reliable
upon which to establish the belief that any ,uch bribery was ever
practiced or attempted, therefore
Resolved, that this House votes its disapproval of the charges
and insinuations made in connection with House File 291
and censures in plain terms the conduct of the Representative
from Lac qui Parle county, Mr.Jacobson, and the member from
Hennepin county, Mr. Washburn, in making such false and scandalous
charges against honorable members of this body.

Mr. Wells moved that the vote by which a House bill (H.F.

Mr. Roberts offered the following resolution to which the House
agreed:
Resolved, That the thanks of the House of Representatives be
and are given the Chief Clerk and other officers and employes of
the House for the faithful and painstaking manner in which they
have performed their respective duties.
Mr. Roberts offered the following resolution to which the House
agreed:
Resolved, That the sympathies of the members of the House of
Representatives be and are hereby extended to Representatives
Rapp and Wilcox in their long lingering illness and the hope expressed
that with opening spring time they will both entirely re-
cover lost health and strength.
Mr. Noyes offered the following resolution, which went over
under the rules, on notice of debate from Mr. Dunn,
WHEREAS, The 32d General Legislature of the State Minnesota
will adjourn sine die on April 12th 1901, which is ten days
ahead of the regular time for adjournment, and
WHEREAS, It is known that the Governor will call this body
-together in extra session about February 1st, 1902.
Therefore, be it resolved, that the Chaplain and all employes,
'Clerks and other employes of this House be required to return to
their respective places of employment in this House when said
extra session shall convene, except the AssistantSargeant-at-Arms,
who so requests.
Mr. Roberts offered the following resolution, to which the
House agreed:
Resolved, That the thanks of the House of Representatives is
due and is heartily given each member of the press staff on duty
therein during the session just ending, for the courteous and impartial
manner in which they have uniformly reported the pro•
ceedings thereof.
Mr. Martin offered the following resolution which was referred
to the Committee on Legislative expenses under the rules:
Resolved, That the members ot the minority party be granted
a special extra compensation of $100 to bepaid atthestatetreasurer's
office before the next general election in order to contend
~gainst the heavy odds of the republican majority.
MOTION.
Mr. Dorsey moved that the resolution submitted by Mr. Laybourn
during the legislative sessiot1 of the preceding Saturday,
-censuring two members of the House, be expunged from the
records. As a substitute Mr. Laybourn moved that the resoluDay]

tion offered by himself, be agreed to. As a substitute for all
pending motions Mr. Dunn moved that both.the motion to expunge
the resolution from the records, and the motion that the
resolution be agreed to, be laid upon the table, to which motion
the House agreed.
ACTION UPON RESOLUTION.
By unanimous consent the Committee on Legislative Expenses
was discharged from all further consideration of a resolution intro•
duced by Mr Dobbin, ( vide supra). Mr. Smith moved that the
resolution be laid upon the table and that the House do adjourn
·sine die. As a subst1tute motion Mr. Dobbin moved that the
rules be suspended and that the resolution be agreed to. Ten
members demanded the yeas and nays. The question was taken
and there were-yeas 63, nays 30, as follows:

Plowman, Potter, Rider, Riley, Roberts, Ryan, Sander, Stark,
·sweet, Torry, Von Wald.
So the substitute motion was not agreed to.
RECONSIDERATION OF VOTE.
Mr. Hickey moved a reconsideration of the vote by which the
resolution by Mr. Dobbin had been rejected. The House agreed
to the motion. On motion of Mr. Hickev the t'esolutiqn was then
amended to read "one hundred (100) d~llars" in place of "one
hundred and fifty (150) dollars" wherever the words and figures
"one hundred and fifty(150 )dollars" occurred in the said resolution.
Mr. Hickey then moved that the rules be suspended and that the
resolution as so amended be agreed to. Ten members demanded
the yeas and nays. The question was taken and there wereyeas
68, nays 23, as follows: •
