Congressional Research Service
The Congressional Research Service (CRS) is a legislative agency within the Library of Congress that, for over a century, has provided research and analysis for the exclusive use of members of Congress. CRS produces a variety of reports that offer a legislative perspective on international, national, and state policy issues.
For years, many libraries, including the Legislative Reference Library (LRL), have attempted to acquire CRS reports for their collections and patrons. However, due to restrictions limiting distribution of the reports to members of Congress, it was often challenging to obtain them. A new era began on September 18, 2018 when these once elusive reports became widely available to the general public on the CRS website.
Many of the issues addressed by the CRS reports are pertinent to the work of state legislatures. Now that these great public policy reports are easier to identify and access, we will be monitoring new releases and adding relevant titles to the LRL collection. Newly acquired CRS reports on this month's list include, State and Local Financing of Public Schools, The Highway Funding Formula: History and Current Status, and Tax Incentives for Opportunity Zones.
