2017 Minnesota Notable Document Winners

Minnesota has won three 2017 Notable Document awards! Each year the Legislative Research Librarians' staff section of the National Conference of State Legislatures (NCSL) sponsors a competition for outstanding state and legislative documents. Any state or legislative document published in the last two years is eligible. The Notable Document Awards are presented at the NCSL Legislative Summit. Minnesota has had many winners over the years--largely due to great, innovative writing from legislative and state agency staff, but also due to the diligence of Minnesota legislative librarians who sift through state reports and prepare the nominations. This year's winners include three nicely written and timely Minnesota reports.
Opioids: Preventing and Addressing Prescription Drug Abuse (November 2016) from the Office of the Minnesota Attorney General. The report provides background on how the opioid crisis evolved; outlines the current state of the problem; discusses federal and state laws, initiatives, and resources related to prescription-opioid abuse; and makes recommendations for further reforms aimed at preventing and addressing the devastating effects of prescription-opioid abuse.
Climate Solutions and Economic Opportunities: a Foundation for Minnesota's State Climate Action Planning (July 2016) was a truly collaborative effort between many Minnesota state agencies, including the Environmental Quality Board, Pollution Control Agency, the Department of Commerce, the Department of Transportation and the Department of Health. The report's climate policy options are broken down into three categories: immediate-impact policies, long-term strategies, and pilot programs with the end result an informative, colorful and attractive report.
Report of the Legislative Salary Council (March 2017). The November 2016 passage of an amendment to the Minnesota constitution establishing a Legislative Salary Council to prescribe salaries of Minnesota's legislators prompted this mandated report. In preparing this thorough and historically important report, the Council considered NCSL data on salary, compensation for legislators in other states, and extensive testimony from state budget and economic experts, agencies, and former legislators to prescribe their recommendations on legislators' salaries.
