Analysis of Metropolitan Council forecast practices for special transportation service that: (1) reviews data, projections, and assumptions used by the Metropolitan Council to forecast special transportation service costs and revenue; (2) evaluates the forecasting methodology used by the Metropolitan Council; (3) identifies factors in the rate of anticipated cost growth; (4) identifies and analyzes methods to improve efficiency and reduce costs; and (5) develops findings and makes recommendations related to the analysis
