Mandate Details

Description: Report that: (1) provides an update on the progress made to permit, approve, and construct the electric utility infrastructure to meet the state's renewable energy objectives, within the objectives' milestones; (2) describes Minn. Public Utilities Commission efforts to engage stakeholders in environmental justice areas in permitting, approving and constructing electric utility infrastructure under the Minn. Public Utilities Commission' siting authority, the state's renewable energy objectives, and the state's certificate of need process for large energy facilities; (3) provides information on any cumulative impact analysis ordered by the Pollution Control Agency pertaining to any electric utility infrastructure permitted, approved, or constructed under the Minn. Public Utilities Commission' siting authority, the state's renewable energy objectives, and the state's certificate of need process for large energy facilities.

Note: In the Description above, under (1), the "state's renewable energy objectives" are those under Minn. Stat. 216B.1691. In the Description above, under (2), "environmental justice area" is as defined in Minn. Stat. 116.065 Subd. 1(e): one or more census tracts in Minnesota located within Indian Country or in which, based on the most recent Census, 40% or more of the population is nonwhite; 35% or more of the households have an income at or below 200% of the federal poverty level; or 40% or more of the population over the age of five has limited English proficiency. In the Description above, under (2) and (3), "the Minn. Public Utilities Commission' siting authority, the state's renewable energy objectives, and the state's certificate of need process for large energy facilities" are those under this section, section 216B.1691, or section 216B.243.
