Note: The Minn. Dept. of Health shall: (1) review the availability of data and identify gaps in the data infrastructure to estimate aggregated and disaggregated administrative spending and low-value care; (2) based on available data, estimate the volume and change over time of administrative spending and low-value care in Minnesota; (3) conduct an environmental scan and key informant interviews with experts in health care finance, health economics, health care management or administration, and the administration of health insurance benefits to determine drivers of spending growth for spending on administrative services or the provision of low-value care; and (4) convene a clinical learning community and an employer task force to review the evidence from the above and develop a set of actionable strategies to address administrative spending volume and growth and the magnitude of the volume of low-value care.
