Description: Report on results of a study of resource management, including: 1) an overview of how municipal solid waste is currently managed; (2) a summary of resources needed to reduce materials disposed of in landfills or incinerators by more than 90 percent by 2045; (3) an analysis of waste prevention programs, the additional capacity needed to achieve that goal, steps for implementing additional capacity; (4) initiatives to produce source reduction, rethink and redesign products and packaging to more efficiently use resources, and maximize diversion from disposal of materials; (5) recommendations for reducing the environmental and human health impacts of waste management; and 6) a review of feasibility, assumptions, costs, and milestones necessary to meet study goals.

Note: The due date for this report changed from July 15, 2025 to July 15, 2026 by amendment in 2024 Minn. Laws Chap. 116 Art. 2 Sec. 25 The Minn. Pollution Control Agency must obtain input from counties and cities inside and outside the seven-county metropolitan area; reuse, recycling, and composting facilities; anaerobic digestion facilities; waste haulers; environmental organizations; community-based organizations; Tribal representatives; and diverse communities located in environmental justice areas that contain a waste facility. The Minn. Pollution Control Agency must provide for an open public comment period of at least 60 days on the draft report. Written public comments and commissioner responses to all those comments must be included in the final report.
