Description: Analysis of high-subsidy regional regular route transit service that: (1) calculates per-passenger operating subsidies for each route operated, by route type, as identified in the transportation policy plan under Minnesota Statutes, section 473.146; (2) estimates the capital and operating savings from discontinuing each route in the highest tier of per-passenger subsidy, as defined in the transportation policy plan; and (3) estimates and evaluates the cost of Metro Mobility rides provided near the highest tier routes
