Report on a comprehensive review that includes input from past applicants and potential applicants of the Minn. Dept. of Employment and Economic Development's programs and competitive grant processes, including how grants are announced, reviewed, awarded, and administered, and how those processes impact how services are delivered, as well as any recommendations or draft legislation that the Minn. Dept. of Employment and Economic Development would like to propose for improving the Minn. Dept. of Employment and Economic Development's programs and grant-making system.
