Handbook for lobbying written in plain language, clearly explaining:
(1) lobbyist registration requirements, including:
(i) when a person is required to register as a lobbyist and types of activities count toward reaching the dollar amount thresholds; and (ii) how registration requirements apply if a person is employed by a government entity;
(2) which activities and expenses do not count toward the dollar amount thresholds, but are required to be reported as lobbying disbursements on a principal's report; and
(3) any differences between lobbying the Legislature, the executive branch, a political subdivision, and the Public Utilities Commission
