5) gender-responsive, culturally appropriate & trauma-informed services;
6) incentives/sanctions grid of responses to supervised client behavior;
7) performance indicators for supervision success/recidivism;
8) training, coaching & quality assurance overseen by a practices coordinator;
9) outcomes evaluation for services provided by grant recipients;
10) plan to eliminate financial penalty on jurisdictions discharging an individual from supervision before term concludes; and
