Mandate Details

Description: Study of recycling, composting and reuse facilities, analyzing: (1) working conditions, wage/benefit levels, and employment levels of minorities and women; (2) barriers to ownership by women and minorities; (3) degree to which multifamily buildings have less convenient access to recycling, composting, and reuse opportunities; (4) degree to which environmental justice areas have access to fewer recycling, composting, and reuse opportunities; (5) degree to which programs to increase access, convenience, and education are successful in raising reuse, recycling, and composting rates in areas where participation is low; (6) strategies to increase participation in reuse, recycling, and composting; and (7) degree to which residents and workers in environmental justice areas are impacted by emissions, toxic substances, and other pollutants from solid waste facilities in comparison to other areas of the state, and recommendations to mitigate those impacts
