Report that contains: (1) a summary of packaging waste and cost reduction operations during the previous years; (2) a summary of the needs assessment; (3) a link to annual reports and reports following unmet targets by producer responsibility organizations; (4) recommendations for policy, statutory, or regulatory changes to the packaging waste and cost reduction program; (5) an analysis of the impacts of exempting certain materials from the definition of covered materials and of exempting certain persons from the definition of producer; (6) a list of efforts undertaken by the Minn. Pollution Control Agency to enforce and secure compliance with this act; and (7) any other information the Minn. Pollution Control Agency deems to be relevant
