Report on the comprehensive analysis and evaluation of options for development of transit and rail service improvements in the corridor between the cities of St. Paul, Minneapolis, Coon Rapids, St. Cloud, Fargo, and Moorhead, including a summary of the corridor analysis; recommendations for legislative changes, if any; alternatives for service in the corridor; an evaluation of eliminating Northstar Commuter Rail service; an estimation of ridership, capital and operating costs, and revenue impacts; consideration of project barriers and risks; an examination of transit service administration; and recommendations for rail service development in the corridor.
