Report on (1) the adopted policy on evaluating, prioritizing, selecting capital projects; or awarding grants or allocating funding or resources for capital projects; and (2) how the policy is anticipated to improve the consistency, objectivity, and transparency of the selection process. The report must include information on input from members of the public and the Federal Highway Administration; metropolitan planning organizations; regional development commissions; area transportation partnerships; local governments; the Metropolitan Council; transportation stakeholders; or other appropriate federal, state, or local government agencies.
