Chronic Pain Rehabilitation Project
Laws of MN 2017, 1st Special Session, Chapter 6, Article 12, Section 3 established a two-year grant to Courage Kenny Rehabilitation Institute for a demonstration project for chronic pain rehabilitation therapy and required the provider, via DHS, to submit a report evaluating the demonstration project and provide recommendations for increasing access to the service. The demonstration project was designed to analyze the cost-effectiveness of a bundled payment for a package of services.
The intensive, three-week program, known as chronic pain rehabilitation, is comprised of group and individual treatments encompassing psychology, physical therapy, exercise physiology, therapeutic recreation, vocational services and nutrition services. It is a well proven therapeutic approach soundly grounded in scientific evidence.
The pilot program was statutorily limited to enrolling fee-for-service clients and through the course of the project Courage Kenny learned that the Medical Assistance patients being referred for the program were exclusively enrolled in managed care. Unfortunately, the Courage Kenny researchers were unable to recruit fee-for-service clients into the program and the research project ended after three years with insufficient recruitment. Funds appropriated for this project were returned to the General Fund.
