"'The individual requests that came up through his office, he'd take the time to make the phone calls and straighten things out for them,' (Lake County commissioner Rick) Goutermont said. 'Time and time again he would do that and we're certainly going to miss him on both ends of the spectrum, whether it's the big picture or the little picture.
