It looks like Toensing combined information on two different George W. Armstrongs. The one that wasn't a legislator, George Washington Armstrong, was born in 1827 in Ohio. He moved to St. Paul, Minnesota in 1853 and served as both Minnesota Territorial Treasurer (1857-1858) and Minnesota State Treasurer (1858-1860). Toensing listed this legislator, George Wallace Armstrong, as the Territorial and State Treasurer.
