Headwaters Regional Development Commission

Minnesota's Regional Development Act, 1969
Function: The Headwaters RDC acts in an advisory role only, reviewing plans and grant applications and coordinating planning activities. The commission deals with economic, social, physical, and governmental problems throughout the region.
History: The Headwaters RDC was created in April, 1971, under the authority of the 1969 Regional Development Act. The Minnesota Legislature found that problems of growth and development transcended boundary lines of local government and that common solutions to local problems could be found by the pooling of resources through intergovernmental cooperation. The HRDC was formed in 1971 by local units of government in this spirit. The Headwaters RDC, also known as Region 2, consists of Beltrami, Clearwater, Hubbard, Lake of the Woods, and Mahnomen counties.

More detailed information can be found in the general history given under "Regional Development Commissions" and in the commission's bylaws. The Headwaters RDC has been involved in issues such as transportation, housing, aging, human services, economic development, and water resources.
Membership: The Commission consists of at least eighteen members who represent county and municipal governments and school boards. Approximately six other members represent Indian reservations and public interest groups. The number of members may vary because of the conditions of membership.
