Drug Utilization Review Board

Function:

The Board exists to advise the commissioner per Minnesota Statutes 256B.0625 subd. 13i. The Board shall implement a medical assistance retrospective and prospective drug utilization review program as required by United States Code, title 42, section 1396r-8, subsection (g), paragraph (3); develop and implement the predetermined criteria and practice parameters for appropriate prescribing to be used in retrospective and prospective drug utilization review; develop, select, implement, and assess interventions for physicians, pharmacists, and patients that are educational and not punitive in nature; establish a grievance and appeals process for physicians and pharmacists under this section; publish and disseminate educational information to physicians and pharmacists regarding the board and the review program; adopt and implement procedures designed to ensure the confidentiality of any information collected, stored, retrieved, assessed, or analyzed by the board, staff to the board, or contractors to the review program that identifies individual physicians, pharmacists, or recipients; establish and implement an ongoing process to: receive public comment regarding drug utilization review criteria and standards; and consider the comments along with other scientific and clinical information in order to revise criteria and standards on a timely basis; and adopt any rules necessary to carry out this section.

History:

The Drug Utilization Review Board was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the board.

Membership:

9 members, 3-year terms (1995- ) ; 12 members, 3-year terms (1992-1995). Appointed by the Commissioner of Human Services.
