Develop long range plan and recommendations to implement Minnesota's affirmative action program and equal opportunity bidding procedures (according to Minn. Stat. 43A.19 and 473.143); advise the governor and legislature concerning equal opportunity. And "To review the recruitment and classification procedures used in the Department of Employee Relations and identify barriers to the employment of protected class members, to recommend changes in the administration of the personnel system which would open the system to more protected classes while preserving the essential elements of the merit system." The council was first created by Governor Perpich through executive order in 1985. Governor Arne Carlson passed a similar executive order in 1991, during the first year of his term in office. Subsequent governors, Governors Ventura, Pawlenty, and Dayton, extended the order passed by Governor Carlson in 1991. In 2015 Governor Dayton rescinded Executive Order 91-14 in his own executive order, thereby eliminating this council. In the same executive order, he created the Diversity and Inclusion Council.
