    Commission on Reform and Efficiency (CORE)

    Function:

    The Commission will lead a comprehensive public/private effort to reorganize state government, streamline its management, and identify ways to reduce costs.

    History:

    The Commission on Reform and Efficiency (CORE) was created by Gov. Arne Carlson and the 1991 Legislature.

    Part of the commission's mandated responsibility was to recommend long-term actions for improving efficiency and effectiveness, with the goal of improving the quality of state government. The commission surveyed employees, interviewed agency management, heard comments from those affected by government programs and the general public, developed case studies of executive branch agencies, and sought advice from the academic community.     Membership:

    The 22 commission members appointed by the governor and the legislature were drawn from all walks of life and included leaders in business, education, and labor, as well as former public officials.
