Office of Cannabis Management Division of Medical Cannabis

Function:

The Office of Cannabis Management must administer the medical cannabis registry program and may oversee the licensing and regulation of medical cannabis businesses. Additional duties are outlined in Minn. Stat. 342.54.

History:

Medical cannabis was legalized in Minnesota in 2014. Since then, that program has been overseen by the Minnesota Department of Health's Office of Medical Cannabis. When the Legislature legalized adult-use recreational marijuana in 2023, the duties of MDH's Office of Medical Cannbis were transferred to the Office of Cannabis Management's Division of Medical Cannabis and set to be effective on March 1, 2025.

In 2024 the Legislature removed most references to the "Division of Medical Cannabis" in Minn. Stat. chap. 342 and instead gave the Office of Cannabis Managment broad oversight over the medical cannabis program. The Office established the Division of Medical Cannabis and, per the 2024 changes, duties were transferred on July 1, 2024 rather than March 2025.
