Commitment System Advisory Task Force

Function:

The supreme court is requested to conduct a study of state civil commitment laws and procedures and related legal and treatment issues. To conduct the study, the supreme court shall convene an advisory task force on the commitment system.

The task force shall submit a written report to the governor and the legislature by January 15, 1996, containing its findings and recommendations. The task force expires upon submission of its report.

History:

The Advisory Task Force on the Civil Commitment System was convened in August, 1994 and charged by the Legislature to conduct a study of the civil commitment system and make recommendations. The task force issued its final report in January 1996.

Membership:

40 members (and two ex officio members), including the following:
(1) judges, county attorneys, a representative of the attorney general's office, and attorneys who represent patients and proposed patients;
(2) parents or other family members of patients;
(3) mental health advocates;
(4) patients or former patients;
(5) mental health service providers;
(6) representatives of state and county mental health agencies;
(7) law enforcement; and
(8) two members of the house of representatives, one of whom must be a member of the minority party, appointed by the
speaker, and two members of the senate, one of whom must be a member of the minority party, appointed by the subcommittee on committees of the senate committee on rules and administration.

Members of the task force should represent a cross-section of regions within the state.

Member names are included in the task force's final report.
