Minnesota Working Group on Police-Involved Deadly Force Encounters

Function:

The goal of the working group is to provide an opportunity for law enforcement, the community, and other stakeholders to discuss police-involved deadly force encounters. The working group will provide a framework to ensure all voices are heard in developing recommendations which may include state or local policy changes, updates to procedures, legislative initiatives, training, officer wellness, community healing, or recognition of best practices utilized by law enforcement agencies. The working group will solicit feedback statewide in several ways, including witness testimony, online submissions and public comment.

History:

According to a Minnesota Public Radio news report, Department of Public Safety (DPS) Commissioner John Harrington said "the group's aim was both to shape the official response to [shootings involving police] and offer the public a clearer picture of how they'll be handled." Attorney General Keith Ellison said "he hoped for a 'full-throated' conversation involving law enforcement and the community."

The group held public hearings on August 17, September 28, and October 17, 2019. An executive summary report with recommendations was published in February 2020. The group's website indicates that a final report is forthcoming.
