State constitutional officers, president pro tempore of the senate, speaker of the house, mayors of Minneapolis, St. Paul, and Duluth, adjutant general, state director of civil defense, and 4 persons appointed by the governor, to include a representative of agriculture, labor, industry, and the League of Minnesota Municipalities.; 4 members; "at pleasure"; senate confirmation not required.
