The council shall: provide review of the redesign process; certify, in accordance with section 402A.30, subdivision 4, the formation of a service delivery authority, including the memorandum of understanding in section 402A.30, subdivision 2, paragraph (b); ensure the consistency of the memoranda of understanding entered into under section 402A.30, subdivision 2, paragraph (b), with the performance standards recommended by the steering committee and enacted by the legislature; ensure the consistency of the memoranda of understanding, to the extent appropriate, or other memoranda of understanding entered into by other service delivery authorities; establish a process to take public input on the service delivery framework specified in the memorandum of understanding in section 402A.30, subdivision 2, paragraph (b); form work groups as necessary to carry out the duties of the council under the redesign; serve as a forum for resolving conflicts among participating counties or between participating counties and the commissioner of human services, provided nothing in this section is intended to create a formal binding legal process; engage in the program improvement process established in section 402A.18, subdivision 3; and identify and recommend incentives for counties to participate in human services authorities.

The Council met four times in 2010 (February, July, August, November) and completed its organizing work. A motion was made to adjourn until a county came forward to pursue a Service Delivery Authority certification. No county has done so as yet so no Council meetings are currently scheduled.

The State-County Results, Accountability, and Service Delivery Redesign Council was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the council.

The council must consist of the following members: (1) two legislators appointed by the speaker of the house, one from the minority and one from the majority; (2) two legislators appointed by the Senate Rules Committee, one from the majority and one from the minority; (3) the commissioner of human services, or designee, and three employees from the department; (4) two county commissioners appointed by the Association of Minnesota Counties; (5) two county representatives appointed by the Minnesota Association of County Social Service Administrators; (6) one representative appointed by AFSCME as a nonvoting member; and (7) one representative appointed by the Teamsters as a nonvoting member.
