Community First Services and Supports Development and Implementation Council

Function:

To consult and collaborate with the Commissioner of Human Services when developing and implementing Community First Services and Supports (CFSS) for at least the first five years of operation. Also, in consultation with the commissioner, to provide recommendations on how to improve the quality and integrity of CFSS, reduce the paper documentation requirements, make use of electronic means of documentation and online reporting in order to reduce administrative costs, and improve training.

History:

"The 2013 Minnesota Legislature passed legislation to establish Community First Services and Supports (Minn. Stat.256B.85). The 2013 Community First Services and Supports legislation requires the Department of Human Services to develop recommendations, with the Development and Implementation Council, on several specific areas within the legislation." - from CFSS Recommendations report (Feb. 2014)

"Community First Services and Supports (CFSS) is a new self-directed home and community-based service being developed by the Minnesota Department of Human Services. CFSS is a service for people living in the community who need help with day-to-day activities." - from MN Dept. of Human Services website

The Development and Implementation Council was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the council.

Membership:

The majority of the Development and Implementation Council shall be participants with disabilities, elderly participants, and their representatives.
