Provider Peer Grouping System Advisory Committee

Function:

The commissioner shall consult with the advisory committee in developing and administering the peer grouping system, including but not limited to the following activities: establishing peer groups; selecting quality measures; recommending thresholds for completeness of data and statistical significance for the purposes of public release of provider peer grouping results; considering whether adjustments are necessary for facilities that provide medical education, level 1 trauma services, neonatal intensive care, or inpatient psychiatric care; recommending inclusion or exclusion of other costs; and adopting patient attribution and quality and cost-scoring methodologies.

History:

In early August 2012, Health Commissioner Dr. Ed Ehlinger appointed members to an advisory committee to provide recommendations as the Minnesota Department of Health (MDH) implements the Provider Peer Grouping system. The Commissioner appointed a group of 24 representatives from health systems/hospitals, physician clinics, health plan companies, consumers, state agencies, employers, academic researchers, and organizations that work to improve health care quality in Minnesota.

The Advisory Committee met for the first time on September 7, 2012.

The Provider Peer Grouping System Advisory Committee was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the committee.

As of 2023, it is unclear if this group is still active.

The Advisory Committee shall be comprised of representatives of health care providers, health plan companies, consumers, state agencies, employers, academic researchers, and organizations that work to improve health care quality in Minnesota.
