Function: Study MN's health coverage market available to small businesses and make recommendations for solutions to make group health care more accessible and affordable for small businesses. Recommend legislative changes needed to permit solutions.
The 2001 Legislative session enacted House File 1155, Chapter 170 which created a Task Force on Small Business Health Insurance. This Task Force on Small Business Health Insurance was directed to study Minnesota's health coverage market that was available to small businesses and make legislative recommendations for solutions that would make group health coverage more accessible and affordable for small business. The Commissioners of Commerce and Health assisted the Task Force. The Task Force is to expire on June 30, 2002.
19 members: three from senate, including one member of the minority, appointed by Subcommittee on Committees of the Senate Committee on Rules and Administration; three members of the House, including one member of the minority, appointed by Speaker of the House; four persons representing small business owners, three appointed by MN Chamber of Commerce and one appointed by National Federation of Independent business; two persons appointed by the MN Council of Health plans; one person appointed by Insurance Federation of MN, one insurance agent, appointed by MN Association of Health Underwriters, the commissioner of Commerce or commissioner's designee, and four consumers appointed by the commissioner, two of whom must reside outside metro area as defined by M.S. 473.121 subd 2.
