Dental Access Advisory Committee

Function:

Monitor purchasing, administration, and coverage of dental care services for the public health care programs to ensure dental care quality and access for public program participants. Work on various strategies to improve dental access for MN Health Care Programs beneficiaries. Explore innovative ways to develop workforce solutions to ensure access to dental care statewide and identifying data needed to effectively evaluate the dental care needs of the state.

History:

"In recent years, the dental access problem for low and moderate income Minnesotans has gained increasing attention at the state legislature. In 1998, the legislature mandated that the Department of Human Services complete two studies of the dental access problems. Subsequently, the "Dental Services Reimbursement Study" and the "Dental Services Access Report" were completed and submitted to the legislature. In 1999, based in part on the findings of these reports, the legislature mandated that the Minnesota Department of Human Services (DHS) convene a Dental Access Advisory Committee to develop strategies for increasing dental access for Minnesota citizens. The Committee provided the legislature with a report in January 2001, entitled, "Dental Access for Minnesota Health Care Programs Beneficiaries" reporting their findings and recommendations."

Legislation passed in 2001 required the Minnesota Department of Human Services (DHS) to appoint a Dental Access Advisory Committee to monitor purchasing, administration, and coverage of dental care services to insure access and quality for Minnesota Health Care Programs (MHCP) beneficiaries.

The Committee terminated June 30, 2007 per legislative sunset.

Membership:

Includes but is not limited to: representatives of dentists, including metro area dentists and non-metro area dentists, oral surgeons, pediatric dentists, dental hygienists, community clinics, client advocacy groups, public health, health service plans, U of M School of Dentistry, U of M Dept. of Pediatrics, and Commissioner of Dept. of Health.
