Online and Digital Learning Advisory Council

Brings to the attention of the commissioner any matters related to online learning. Provides input on matters including, but not limited to: quality assurance, teacher qualifications, program approval, special education, attendance, program design and requirements, and fair and equal access to programs.

The advisory council shall make policy recommendations to the commissioner and committees of the legislature having jurisdiuction over kindergarten through grade 12 education annually by December 15 of each year, including implementation plans based on recommendations from previous councils and task forces related to online and digital learning.


The Online and Digital Learning Advisory Council was created by the Minnesota Legislature Online Learning Option Act MS 124D.095 in 2005 and reauthorized in 2009 and 2013.

The third MN K-12 Online Learning Advisory Council was authorized in 2013 by the Minnesota Legislature in statute 124D.095 Subd. 10. In 2013 the Online Learning Advisory Council changed its name to the Online and Digital Learning Advisory Council. Membership was increased from 12 to 14 members. Members were appointed in September 2013 and the first meeting held October 11, 2013.

The Online and Digital Learning Advisory Council was reviewed by the Legislative Commission on Planning and Fiscal Policy (LCPFP) in 2013 as part of their biennial duty required by Minn. Stat. 3.885 Subd. 11. The LCPFP's 2013 Recommendations called for keeping the council.

The Online and Digital Learning Advisory Council expired June 30, 2016.

14 members from throughout the state with demonstrated experience in online learning. Appointed by the commissioner. Term for each council member shall be three years.
